A report on the difficulties, with which Turkish contractors in such Middle Eastern countries as Libya, Iran and Iraq are faced since the oil-price collapse. A number of the larger companies, however, are said to have set their sights on markets further east such as Malaysia, Thailand and Indonesia or else on East European markets, which all together makes them appear less dependent. The report states that although Turkey is the most obvious success story of Middle East agriculture, there are question-marks over its future. Prime Minister Turgut Özal's programme of economic liberalisation is critically examined and the reduction of state intervention in agriculture is depicted as a major reason for the recent increase of food imports. A report on the discrepancies between Turkey's offical export figures and those issued by its trading partners such as West Germany and Switzerland. Fraudulent exploitation of tax rebates by Turkish exporters is suspected as one of the main reasons. (DÜI-Asd)

A survey of the various worries facing the Turkish economy: trade losses, rate of inflation, sluggish demand in the domestic market, slow production in a number of sectors and low capacity utilisation in industry. Although these problems are not said to be unmanageable, their solution is nonetheless deemed important because so much depends on Turkey continuing to enjoy the confidence of the Western financial community. A report on how Turkey's police, recently having been appointed guardians of public morals, deal with the various aspects of this new act, which requires them to be alert to, and take action in cases of "indecent behaviour", "amorality", "obscene acts" and "improper dress". Confronted with widespread media criticism the police seems to be at a loss. (DÜI-Asd)

While Özal has built up a fund of Western confidence in Turkey, there are signs that he may need his friends to rally support in the face of growing economic difficulties. Reversing the pattern of recent years, the IMF has failed to agree a new standby agreement for 1985-86. It is expressing its concern over the government's growing budget deficit. Politically, Özal may be confronted with some form of opposition sooner rather than later. (DÜI-Asd)

Turkey's energetic government team, led by Turgut Özal and resting largely on the support of the business community, is in danger of offending the country's military power-brokers. As Özal's economic austerity measures continue to erode his popularity, the resurgence of Demirel's old Justice Party under another guise may become a serious conservative alternative. (DÜI-Asd)

This article outlines in some detail the austerity package put into implementation in Turkey in 1980 and the subsequent attempts to restructure the Turkish economy. It is argued that while the 1980 measures largely succeeded in removing the immediate obstacles to capital accumulation, particularly by breaking working class resistance and slashing real wages, no fundamental restructuring was achieved.
